Health Case Study: Warm Up New Zealand
Warm Up New Zealand is a government-subsidized residential energy efficiency and clean energy program addressing respiratory illnesses and winter mortality rates.
The Energy Efficiency & Conservation Authority (EECA) collaborated to provide low-income households with grants covering 60% of the cost of insulation and offered simple repayment options for costs not covered by grants.
The Warm Up programs are insulating over 300,000 homes, reaching 20% of the New Zealand housing stock, and creating around 2,000 jobs.

Leadership & Replication
EECA designed and provided the initial funding, while regional councils and other partners were involved in project implementation. The EECA recommends households to service providers and works with doctors and District Health Boards to develop referral pathways into the program.
Following this program, there have been changes in the Residential Tenancies Act. Ceiling and underfloor insulation must now meet a set standard in all rental properties.
